Workshop for national decision makers held within REDESIGN project

Regional Energy Agency North (REA North) held a workshop on June 27, 2025, in Zagreb, with the participation of representatives from the Ministry of Physical Planning, Construction and State Assets. The workshop was organized as part of the REDESIGN project – Harmonized renovation methodology for the worst-performing public buildings in the CEE region, which aims to support the introduction of Minimum Energy Performance Standards (MEPS) for public buildings.

REA North staff presented the General guiding framework for MEPS introduction. The main goal of the workshop was to identify national specificities and define the approach to implementing MEPS in the context of the revised Energy Performance of Buildings Directive (EPBD). An additional objective was to facilitate a structured dialogue among relevant stakeholders – policymakers, experts, and practitioners – on how MEPS can serve as an effective tool in the renovation of the worst-performing public buildings.

In line with the new requirements of the revised EPBD from 2024, EU Member States are obliged to establish clear energy performance thresholds: at least 16% of non-residential buildings with the lowest energy performance must be renovated by 2030, and 26% by 2033. These targets were the basis for the discussion with Ministry representatives, who shared their views on the key challenges of implementing MEPS at the national level.

Through REDESIGN project, REA North is developing a range of tools, including general and customized MEPS guidelines, a building renovation roadmap, as well as manuals and local-level plans. The conclusions and recommendations from this workshop will form an integral part of the national MEPS implementation guide, currently under development.

The workshop confirmed the importance of cross-sector collaboration in achieving a climate-neutral and energy-efficient public sector. REDESIGN project is funded by the European Climate Initiative (EUKI).
